Foreign-lobby money compromises America First. The U.S. has no formal mutual-defense treaty with Israel; AIPAC operates a super-PAC (United Democracy Project) that spent over $100M during the 2024 cycle on independent expenditures against U.S. candidates who criticize Israeli government policy. A candidate who has accepted that money has, in their own revealed preference, accepted a foreign-policy filter on their congressional vote. The same logic covers China-linked donations, where federal law also prohibits CCP members from contributing.
For every candidate with a documented donor record, two things happen: (1) the specific category question is marked False (foreign_policy_restraint[q4] for AIPAC + China; economic_stewardship[q5] — the WEF/ESG/Davos capture question — for Soros-network donors), so the per-category subscore drops by 2 points; (2) an additional dollar-bracket adjustment is applied to the total, making the penalty proportional to the magnitude of the funding. Both impacts are visible on this page.

A pro-choice Democrat rated most politically left in the Pennsylvania delegation in 2024 (GovTrack) who has consistently voted to protect abortion access and opposed restrictions on abortion funding.
Voted NAY on the Protection of Women and Girls in Sports Act (H.R.28, 119th Congress, House Roll Call #12, January 14, 2025, passed 218-206), which amends Title IX to define 'sex' as biological sex at birth for all federally funded athletic programs and prohibits schools from allowing biologically male athletes to compete in women's and girls' sports. All 218 House Republicans voted YES; Scanlon was among the 206 Democrats voting NAY — rejecting the biological-sex definition and opposing the bill's exclusion of transgender athletes from women's competition.
Voted NAY on the CBDC Anti-Surveillance State Act (H.R.5403, 118th Congress, House Roll Call #230, May 23, 2024, passed 216-192), which would have prohibited the Federal Reserve from issuing a retail central bank digital currency to individuals or using a CBDC to implement monetary policy. Only three Democrats voted YES; Scanlon voted NAY — indicating no opposition to federal CBDC development and contrary to the rubric's anti-surveillance monetary standard.
Voted NAY on the SAVE Act (H.R.22, 119th Congress, House Roll Call #102, April 10, 2025, passed 220-208), which requires documentary proof of U.S. citizenship to register to vote in federal elections and directs election officials to remove non-citizens from voter rolls. She also voted YES on H.R.1, the For the People Act (117th Congress, Roll Call #62, March 3, 2021, passed 220-210), which would have preempted state voter-ID laws for federal elections, mandated automatic voter registration, and required all states to offer no-excuse absentee mail-in voting — directly opposing the rubric's voter-integrity and anti-mass-mail-in standard.
Actively opposed enforcement of immigration orders by dispatching pro-bono attorneys to airports to represent detained families, and previously represented asylum seekers and DACA recipients as an immigration attorney — opposing enforcement-first and anti-sanctuary policies.
A longtime gun-control advocate who organized community participation in the Million Mom March and has consistently backed legislation to restrict firearm access, opposing the rubric's defense of unrestricted Second Amendment rights.
