Foreign-lobby money compromises America First. The U.S. has no formal mutual-defense treaty with Israel; AIPAC operates a super-PAC (United Democracy Project) that spent over $100M during the 2024 cycle on independent expenditures against U.S. candidates who criticize Israeli government policy. A candidate who has accepted that money has, in their own revealed preference, accepted a foreign-policy filter on their congressional vote. The same logic covers China-linked donations, where federal law also prohibits CCP members from contributing.

For every candidate with a documented donor record, two things happen: (1) the specific category question is marked False (foreign_policy_restraint[q4] for AIPAC + China; economic_stewardship[q5] — the WEF/ESG/Davos capture question — for Soros-network donors), so the per-category subscore drops by 2 points; (2) an additional dollar-bracket adjustment is applied to the total, making the penalty proportional to the magnitude of the funding. Both impacts are visible on this page.

FALSE (0)
1 claim
  1. A long-standing champion of same-sex marriage who voted YES on the Respect for Marriage Act (H.R.8404, Nov. 2022), codifying federal recognition of same-sex unions. As Virginia's Governor (2006) Kaine campaigned against Virginia's constitutional amendment banning same-sex marriage; in 2013 he publicly announced his support for same-sex marriage; and he and Senator Warner co-signed an amicus brief before the U.S. Supreme Court urging equal legal rights for same-sex married couples — directly rejecting the one-man-one-woman definition of marriage.

1 claim
  1. Co-filed a Supreme Court amicus brief with Sen. Warner — signed by nearly 200 Members of Congress — arguing that Title IX requires K-12 schools to affirm transgender students' gender identity for access to sex-segregated facilities, allowing biologically-male students who identify as female to use female restrooms and locker rooms regardless of parental objection. Kaine and Warner separately wrote to the Department of Education urging binding guidance mandating transgender bathroom access in middle schools, high schools, and colleges — guidance that materialized as the Obama-era 'Dear Colleague' letter. Kaine also actively opposes school vouchers and school choice legislation: his stated position is that federal education funding 'should go to public schools,' he has invoked Virginia's segregationist voucher history to oppose choice programs, and his official website makes no reference to parental curriculum rights, notification requirements, or parental authority over children's gender-identity school accommodations.

  1. A self-described 'personally devout' Catholic who has co-sponsored the Equality Act (S.393) in both the 117th Congress (2021) and the 118th Congress (2023 reintroduction) — legislation whose Section 9 explicitly barred the Religious Freedom Restoration Act from being invoked as a 'claim or defense' in any LGBTQ nondiscrimination suit, stripping existing statutory religious liberty protection from churches, faith-based adoption agencies, religious schools, and Christian business owners. Kaine separately co-sponsored the 2014 'Protect Women's Health from Corporate Interference Act,' a direct legislative response to the Supreme Court's Hobby Lobby ruling that attempted to nullify the RFRA-based right of religious employers to exclude abortifacient contraceptives from their healthcare plans. At a 2023 Senate hearing Kaine called it 'extremely troubling' to suggest that constitutional rights derive from God rather than from government — a repudiation of the natural-law and Founding-era framework of inalienable God-given liberties — prompting a public rebuke from Catholic Bishop Robert Barron.

  1. Voted YES on the American Rescue Plan Act of 2021 (H.R.1319, Senate 50-49, March 6, 2021), a $1.9 trillion emergency spending package financed entirely through deficit borrowing with no corresponding revenue offsets — one of the largest single-year additions to the national debt and contrary to the rubric's anti-deficit/balanced-budget standard.

1 claim
  1. Kaine and Warner co-slammed the SAVE America Act as a 'voter suppression measure that could disenfranchise millions,' opposing its requirements for proof of citizenship to register and photo identification to vote by mail — the very voter-verification safeguards the rubric endorses. Kaine has instead championed the Freedom to Vote Act to expand automatic voter registration, no-excuse absentee balloting, and make Election Day a federal holiday — a package designed to increase mail-in and early voting rather than tighten ballot integrity.

1 claim
  1. Voted for the Bipartisan Safer Communities Act (June 2022) and issued a joint statement celebrating its passage; the law creates financial incentives for state red-flag laws, expands juvenile background-check requirements, and tightens straw-purchase prohibitions — directly opposing the rubric's rejection of red-flag laws.

  1. Kaine led the bipartisan effort to repeal the 1991 and 2002 Iraq War AUMFs, which was enacted into law as part of the FY2026 National Defense Authorization Act — the first repeal of a war authorization in more than 50 years. He also filed a War Powers Resolution to prevent war with Iran without congressional authorization, and has consistently argued the executive branch cannot lawfully engage in military operations without explicit congressional approval — directly fulfilling the rubric's call to end forever wars and repeal standing AUMFs.
