Virginia is one of the strictest states in the country on this: the constitution disenfranchises for life, and only the Governor can lift it, by hand, name by name. That means the franchise can swing with whoever holds the office. This amendment trades that personal discretion for an automatic rule once a sentence of incarceration is served. Supporters call the current system arbitrary and a relic; opponents would rather restoration be earned and reviewed than granted by default. The honest question is not whether mercy is good — Scripture says it is — but who decides when a debt to society is paid, and whether that judgment should be automatic or case-by-case. Weigh it soberly.
