Of the three bond questions, this is the smallest and arguably the most concrete — facilities that serve elderly citizens. Honoring the older generation is a plain biblical duty, and $30 million is a modest figure against a $280 million package. The same stewardship caution applies: it is borrowed money repaid with interest through property taxes. But the purpose is tangible and the sum restrained. A citizen weighing it asks whether the facilities are genuinely needed and well-run, not whether caring for seniors is worthwhile — that part isn't in question.
