The smallest of the three bonds, $20 million for library materials across the state. The stewardship questions are identical to its companion measures: a real but borrowed sum, repaid through property taxes. Libraries are a long-standing public good, and the figure is modest. As with the other bonds, the discipline is to weigh the concrete benefit against the debt, and to remember that approving all three is approving the full $280 million package.
