North Carolina: Expanded Voter ID Requirement

The North Carolina Require Voter Identification Amendment (SB 921) would expand the existing constitutional photo ID requirement to cover all forms of voting, not just in-person. As of 2024, photo voter ID was only required for in-person voting after years of legal challenges.

In 2018, voters approved a constitutional amendment creating a photo ID requirement (55.49% to 44.51%), but implementation was blocked by litigation until the NC Supreme Court reversed course in 2023. On March 26, 2026, a federal court upheld the state's voter ID law, providing legal momentum for this expansion.
