Mississippi: Education Freedom Program (HB 2)

State of Mississippi

Mississippi's HB 2, the Education Freedom Program Act of 2026, would create Magnolia Student Accounts -- universal education savings accounts with a phase-in of 2,500 new seats per year, launching in 2027-2028 with a cap of 12,500 participants in the first year. Half of awards would be reserved for former public school students, prioritized by income.

The bill passed the Mississippi House but was killed in the Senate Education Committee in February 2026. As neighboring states like Texas, Tennessee, and Alabama expand school choice, pressure is mounting on Mississippi to follow suit.

RESOLUTE Citizen Analysis

Mississippi parents deserve the same educational freedom that families in neighboring states now enjoy. Continued advocacy is needed to push this through the Senate.

"And, ye fathers, provoke not your children to wrath: but bring them up in the nurture and admonition of the Lord."

— Ephesians 6:4 (KJV)
